Answer : 

x % of y  =   (x / 100) ⋅ y

x % of y  =  xy / 100

Question 2 :

x is what percentage of y ?

Answer :

Let k % of y be x.

k % of y  =   x

(k / 100) ⋅ y  =  x

Divide each side by y. 

k / 100  =  x / y

Multiply each side by 100. 

k  =  (x / y) ⋅ 100
